(II) At the beginning of July, related functional departments shall examine application materials. 

(III) Before 20 August, scientists from related industry, venture investment experts and industrial experts will be 

  invited to constitute an expert review team to carry out written review and presentation review on entrepreneurial and 

  innovative teams and their projects, and then give opinions. 

(IV) In September, according to opinions based on experts’ review and the industrial status in Ningbo, the 

  expert recruitment leadership team under CPC Ningbo Committee will determine the finalist and report it the 

  municipal government for approval and announcement. 

IV. Supportive policies 

After being approved to be listed in “3315 Team Plan”, entrepreneurial and innovative teams, which finish 

  registration in the administration for industry and commerce or sign labor contracts with employers and complete

  procedures before 31 March 2014, are entitled to following preferential policies:

(I) According to “Temporary Regulations on the Management of 

  Highlevel Entrepreneurial and Innovative Teams Listed in ‘3315 Plan’ of Ningbo”, the municipal government provides

  a scientific research fund of RMB 20 million to a team of category A, RMB 10 million to a team of category B and 

  RMB 5 million to a team of category C. For a team of category D, if the team leader meets the requirements of 

  “3315 Plan”—Ningbo Recruitment Program of High-level Foreign Experts (“3315 Individual Plan”), the team shall be listed in the individual plan. The government 

  provides a lump-sum fund of RMB 1 million for individual entrepreneurship and innovation, and the local county/district/development 

  zone gives RMB 1 million in some way as subsidies. World-level entrepreneurial or innovative teams shall be separately dealt with and the subsidies for such a team may be 

  increased from RMB 20 million. 

(II) According to team development and project demands, we will coordinate related institutions to provide loans

  and venture capital for entrepreneurial companies. 

(III) Priorities are given to team members to apply for the national or provincial recruitment program of global 

  experts, the national “expert recruitment” project, the provincial “151” talent fostering project or the municipal talent 

  fostering project. Priorities are also given to teams to apply for the national, provincial or municipal key projects and 

  the provincial or municipal technological and innovative teams

(IV) We provide high-quality services for team members and help them solve problems when working in Ningbo such as settlement, visa, 

  qualification, medical, insurance, spouse settlement, schooling of children, driving license, etc. 

V. Others 

(I) Application deadline: 30 June 2013.

(II) Any individual who has been listed in “3315 Individual Plan” or applies for “3315 Individual Plan” of Year 

  2013 can not apply for “3315 Team Plan” as a team leader or member.
